Meet the founding members who incorporated AAIVF and continue to guide its mission, strategy, and growth across Virginia.

Jie Liu

Founding Director

Jie Liu brings deep roots in Virginia's Asian American community and a sustained commitment to civic infrastructure that outlasts any single election cycle or initiative. Her work has centered on building the organizational capacity that communities need to advocate for themselves effectively — and to sustain that advocacy over time.

At AAIVF, Jie focuses on community partnerships and organizational development, working to ensure the foundation has the relationships and resources to serve Asian Americans across the full breadth of Virginia — not just major urban centers.

Jie is based in Glen Allen, Virginia.

Julie XiaoJing Wang

Founding Director

Julie Wang is a coalition-builder whose career has been defined by her ability to bring together people and organizations with different backgrounds around shared goals. She understands that sustainable community impact requires trust — and that trust is built through consistent, patient relationship work over time.

Within AAIVF, Julie leads efforts around external partnerships, community outreach, and cross-cultural programming. Her network across Virginia's nonprofit and civic sectors is a central asset in AAIVF's ability to reach communities that might not otherwise encounter the foundation's programs.

Julie is based in Midlothian, Virginia.

Angela H. Chiang

Founding Director & Registered Agent

Angela Chiang serves as both a founding director and the registered agent for AAIVF — a role that reflects the level of responsibility and trust the board places in her leadership. Her focus areas span organizational governance, program design, and the holistic wellness dimensions of AAIVF's work.

Angela brings particular expertise in creating environments where Asian American young people feel genuinely seen and supported — addressing the mental health, identity, and belonging dimensions that often go unaddressed in traditional civic programming. She believes that strong leaders must first be grounded in who they are.

Angela is based in Chesterfield, Virginia, where AAIVF is headquartered.

Kailuo Tao

Founding Director

Kailuo Tao's focus within AAIVF is on the civic pathways that connect young Asian Americans to public service — making government, policy, and advocacy feel like real and accessible options, not distant aspirations. He works on program strategy and the relationships with public institutions that make AAIVF's civic immersion experiences possible.

Kailuo believes that the underrepresentation of Asian Americans in Virginia's public institutions is not a permanent condition — it is a gap that intentional, sustained investment can close. AAIVF's programs are designed to accelerate that change by developing the next generation of Asian American civic leaders while they are still in school.

Governance

How We're Structured

AAIVF is incorporated as a Nonstock Corporation in the Commonwealth of Virginia and operates as a federally recognized 501(c)(3) public charity. The organization has members, and its directors are elected or appointed as set forth in the articles of incorporation.

All board members serve in a voluntary capacity. AAIVF's governance structure is designed for transparency, accountability, and long-term organizational health — ensuring that the foundation can serve Virginia's Asian American communities reliably for years to come.
